IRS Promises Better Service?

Thought this was interesting. This is a great article if you are a taxpayer filing a return for refund or if you make $51,000 or less (VITA). However, every year the IRS promises better service than the year before. Yet every year the service provided worsens. There aren't enough employees to work all the incoming correspondence, returns, and calls. The IRS should drop the "S" and call themselves IR.
